Abstract— Higher Education is currently in the early stages of a major evolutionary change. Social, economic and technological factors are converging to shape the system of the higher education to a new form, one providing a much more flexible form of delivery of instruction. In this time of transition with digital revolution, hybrid instruction is used. It is any format of instruction which combines dynamically both technology and human instruction. With the four exemplary formats of hybrid instruction such as computed mediated instruction, web-based courseware, distance learning as distribution channel and in-class use of technology as used in teaching professional education subjects enriched the learning opportunities of students and improvement of the instructional delivery as well. The study was conducted to determine the Hybrid Instruction in nine (9) HEIs in Region 3 offering Teacher Education degree program. The specific problems focused on the photo-tag of the faculty members; distribution of the faculty members to the professional education in subjects; extent of utilization of hybrid instruction; type formats utilized; extent of attainment of hybrid instruction as perceived by faculty and student respondents; administrative support extended and problems encountered in the utilization of hybrid instruction. The findings revealed that the faculty respondents teaching professional subjects are in the lower academic rank, pursuing and with advance degrees, are plain faculty members are quite young in teaching experience. The extent of utilization of hybrid instruction in professional subjects is quite low. The faculty members used at least 1 format particularly in class technology in almost all the professional subjects they handled. All the objectives of hybrid instruction is attained at a high level. The administrator provides a sustainable and concerted efforts in the utilization of hybrid instruction. Moreover, the faculty members who have no academic designation used more hybrid instruction than those with academic designation. The use of hybrid instruction is related to the enrichment of the learning opportunities of students. Facilities and financial problems are encountered in the use of hybrid instruction

IMPLEMENTATION OF THE SOLID WASTE MANAGEMENT PROGRAM IN BARANGAY STO. CRISTO,TARLAC CITY
This study was conducted to assess the implementation of solid waste management program in Barangay. Sto.Cristo, Tarlac City. Using the Slovin’s formula, there were a total of 186 respondents. There were 177 or 95.16% beneficiaries included in the study with either the father or mother as the respondent per household. There were 9 or 4.84% implementers including the Barangay officials headed by the Barangay Chairman were taken as respondents. Findings revealed that the success of the implementation of the solid waste management program in Barangay Sto. Cristo, Tarlac City was not fully attained. Which also means that wastes were not really effectively managed which poses a risk to the health of the community. The researchers recommend that enough budgets should be allocated in the implementation of solid waste management not only in the said Barangay but as well as in the Province of Tarlac. There should be unity and cooperation among government and other sectors in Tarlac City to support the implementation of the solid waste management. As well as, the community people should have their full participation and continues cooperation to attain the needed man power to achieve the success of the program.
