Graduate School Adjunct Dr. Mary Jean Locsin-Ramos Wins DOE Energy Efficiency Excellence Special Award

Graduate School adjunct instructor and city planning and development office head Dr. Mary Jean Locsin-Ramos, CPA, EnP, was honored with the Energy Efficiency Excellence Special Award (Government Sector) during the Department of Energy (DOE) 5th Energy Efficiency Awards held Dec. 17, 2025.

Ramos was recognized for her leadership as the country’s first National Energy Efficiency and Conservation Coordinating Officer (NEECCO), particularly for advancing the integration of Local Energy Efficiency and Conservation Plans (LEECPs) across multiple local government units. Her work has strengthened joint climate action among LGUs and underscored the role of renewable energy transition in building low-carbon and climate-resilient cities.

Through coordinated policy guidance, technical assistance, and inter-LGU collaboration, Ramos helped align local energy planning with national energy efficiency and conservation goals, enabling cities and municipalities to reduce emissions, improve energy governance, and support sustainable urban development.

In a congratulatory message, Sr. Flolyn S. Catungal, president of La Consolacion College Bacolod, lauded Ramos’ achievement, saying it “reflects the kind of transformative leadership we hope to form—one that translates expertise into service for communities and the environment.” She added that the award is “a proud moment for the LCC Bacolod community and an inspiration to our students and faculty engaged in sustainability and public service.”

Ramos is an adjunct instructor at the LCC Bacolod Graduate School, where she shares professional insights on Corporate Social Responsibility and Good Governance. She is also a proud alumna and a member of LCC Bacolod High School Class 1985.

The DOE Energy Efficiency Awards recognize outstanding initiatives and champions that advance energy efficiency and conservation across government, private sector, and institutional stakeholders nationwide.
