La Consolacion College Bacolod has formalized new international linkages with Taiwan-based education partners through the signing of memoranda of understanding aimed at expanding student mobility, talent development, Mandarin language preparation and academic cooperation.
The agreements include a memorandum of understanding between LCC Bacolod and the International Talent Circulation Base Taiwan-Philippines, or INTACT Base, and a separate MOU between LCC Bacolod and Cheng Shiu University in Kaohsiung, Taiwan.
The INTACT Base is composed of National Chung Hsing University, Kun Shan University and Cheng Shiu University. Under the agreement, the parties seek to strengthen education and industry collaboration between Taiwan and the Philippines and support the internationalization of higher education.

The MOU with INTACT Base focuses on two major areas: talent development and Chinese language education. It seeks to support qualified Filipino students and graduates who wish to pursue further studies through the International Industrial Talents Education Special Programs offered by universities in Taiwan.
Under the agreement, INTACT Base will facilitate the enrollment of qualified Filipino students in the INTENSE Program in Taiwanese universities, while LCC Bacolod will identify eligible students and promote awareness of the program among its student body.
The partnership also includes support for the development and implementation of Chinese language courses at LCC Bacolod, with the college expected to promote these courses among its students.
The MOU allows the participation of other public or private institutions, including universities in Taiwan and commercial entities, to strengthen and expand mechanisms that support its implementation.
The agreement will be effective for five years from the date of signing and will be automatically extended for another five years unless either party submits written notice of termination within the required period.
The separate MOU with Cheng Shiu University seeks to promote academic exchange and cooperation between the two institutions. The agreement covers the possible exchange of students, professors and research scholars; exchange of scientific materials, publications and information; and collaborative activities such as joint research, lectures, symposia and conferences.
The Cheng Shiu University MOU provides that detailed plans for specific activities will be developed through mutual consultation and negotiation. The agreement does not impose financial or legal obligations on either institution and will remain in force for five years, subject to revision, modification or renewal by mutual consent.
LCC Bacolod officials said the signing of the agreements opens practical pathways for students, graduates, faculty and staff to explore study, training, language learning, research and career opportunities in Taiwan.
The partnerships are expected to strengthen the college’s internationalization initiatives by providing a framework for scholarship guidance, Mandarin readiness, student mobility, academic collaboration, faculty engagement and industry-linked education.
Through the MOUs, LCC Bacolod aims to transform international linkages into concrete opportunities that prepare LCCians for global learning, professional development and employment pathways in Taiwan.
